IT IS SAD THAT MANY SCHOOL ADMINISTRATORS IN UGANDA HELP THE ABUSE OF CHILDREN RIGHTS

Many school administrators assume rights they don’t have simply because they are ignorant. It is sad to hear an announcement on radio informing parents of the day when visitation to the school will be due. However, out of ignorance of the children’s rights, some head teachers are not ashamed to inform parents not to come to school with foodstuffs for their children! This is absurd and assuming powers that the head teachers don’t have. It is a matter of common sense that the parents have the 1st consideration for feeding their children, it then disturbs to hear an announcement which stops parents from delivering foodstuffs to their children. These school administrators should stop assuming that they know it all while in some instances they portray their ignorance on some issues. The Ministry of Education and Sports in Uganda should clearly stipulate to the teachers the rights the children are entitled to. It is also a fact that some of these schools use their ignorance of rights to earn from the parents as the ill advised policy of parents not delivering foodstuffs enables these schools to provide a better menu which is sold on the visitation days.
It is also true that schools abuse other rights of the children. You find teachers mostly in primary schools who abuse children by punishing them for failure to get specific marks in a set paper. You wonder what competence teachers of grade III have to assume that the child should have scored over say 70 marks in a set paper. Such teachers end up punishing children in a very irresponsible way. It is true that much of the abuse of children is in primary seven. As schools aspire to excel in academics, the more they get to abuse the rights of the children.
In some boarding primary schools, children are in class by 5.00am, such children retire at 9.00pm. There is no better abuse of child rights than this.
The Ministry of education and Sports in Uganda should ensure that privatization does not mean doing away with child rights in schools. Many head teachers put rules which simply abuse children rights and the parents simply endorse those rules because those schools have made a reputation in seeing a number of children pass in grade one.

The endorsement of UTODA and other Taxi organizations to jointly undertake the role of ensuring that taxi operators in Kampala pay the shs 120,000 due to KCCA is simply a wrong strategy. KCCA may have convinced them to but it is clear that the companies cannot operate in harmony given the past experiences of rivalry and the favours UTODA has overtime got in the taxi industry.
Now that the official charge is payable to KCCA and the Taxi organization assisting in the enforcement is to get payment directly from KCCA, the way to go would have been to tender out the operations so that those capable of doing the work show how they are to undertake the exercise to ensure harmony, good data management and order, and the most competitive and organized company would be awarded the contract. We are well aware that UTODA defaulted on revenue to KCC which up to now may not have been made good. UTODA took KCCA to court because of the patronage they have enjoyed overtime. We are well aware of the role of UTODA in various conflicts where people believed to be party to the organization have assumed roles of the security personnel and acted on behalf of the Government. KCCA should have welcomed such an exercise after clearly expressing what the operator is expected of and whether the organization would be paid according to the number of taxi’s that have paid the revenue and the modern methods of doing business that such a company would apply to ensure that taxi’s are not inconvenienced as was a common experience with the UTODA methods of handling taxi drivers. It is also of great importance to ensure that lost luggage of the travelers is taken care of by promoting a method which is in line with use of modern technology.
Continued inconvenience of travelers by wrong decisions by KCCA is most unfortunate, given that many taxi drivers still see UTODA as inhuman given the way the organization cheated them under the cover of welfare funds.
